    The majority of the ramps c0 struction is good, however the part of the ramp that hooks onto the kid of the trailer was welded on facing up instead of down to allow the ramp to hook-on to the trailer. I need to get this cut off and rewarded onto the trailer.

No, these ramps are shipped as raw steel and unfinished. You will have to clean up any surface rust and add your choice of rust protective paint.
